From Warrants to Workforce Capability

The transition to NZGTTM has changed what competency means in temporary traffic management. Where the previous model relied on specific warrants tied to defined roles, the NZGTTM places responsibility firmly with the Person Conducting a Business or Undertaking (PCBU) to ensure workers have the right information, training, instruction and supervision to work safely. This is a more flexible model, but it is also a more demanding one.

The Credentials Framework Working Group, convened by the TTM ISG, brought together representatives from Tier 1 contractors, ACE NZ, Connexis, trainers and assessors, TTM suppliers and Waihanga Ara Rau to design a new framework aligned with the NZGTTM. Working alongside Waihanga Ara Rau as the Standard Setting Body, the group has developed new NZQA-aligned assessment standards and credentials to replace the legacy training and competency model, ensuring they reflect both regulatory requirements and real industry expectations.

Under the new framework, PCBUs determine what external training or in-house pathways are required for their workers, provided they can demonstrate that competency is relevant, credible and current. The Training and Competency workstream supports the sector to understand this shift and act on it confidently. In 2026, this includes a nationwide roadshow designed to bring practical conversations about the new credentials directly to businesses and workers across the country.

The workstream is also developing additional programmes to support a wider range of roles and pathways, ensuring that quality training is accessible to businesses of all sizes, including smaller operators and those in regional areas.

TTM Design (including US 33254)
The purpose of this micro-credential is to provide a formal credential for people working in the temporary traffic management (TTM) industry who develop traffic management plans (TMPs). This micro-credential addresses an identified skill gap in TTM design for people who need to understand the importance of, and principles behind, robust risk assessment and management. It includes skills required to address the safety of relevant personnel who engage with TMPs, including road and roadside workers on a road or roadside TTM activity.

The purpose of this micro-credential is to provide a formal credential for people working on the road reserve who need to apply appropriate Temporary Traffic Management (TTM) control measures to manage the associated risk while carrying out a low risk, low impact activity. It includes skills required to address the safety of relevant stakeholders who engage with TTM controls.
