Risk-based TTM will require a fresh look at how TTM services are procured. The Procurement workstream is developing shared principles to support the sector through this evolution.
New training and qualifications are being developed to reflect a risk-based approach to TTM, empowering people to manage risk on site and formally recognising skills development.


The transition to NZGTTM has changed what competency means in temporary traffic management. Where the previous model relied on specific warrants tied to defined roles, the NZGTTM places responsibility firmly with the Person Conducting a Business or Undertaking (PCBU) to ensure workers have the right information, training, instruction and supervision to work safely. This is a more flexible model, but it is also a more demanding one.
The Credentials Framework Working Group, convened by the TTM ISG, brought together representatives from Tier 1 contractors, ACE NZ, Connexis, trainers and assessors, TTM suppliers and Waihanga Ara Rau to design a new framework aligned with the NZGTTM. Working alongside Waihanga Ara Rau as the Standard Setting Body, the group has developed new NZQA-aligned assessment standards and credentials to replace the legacy training and competency model, ensuring they reflect both regulatory requirements and real industry expectations.
Under the new framework, PCBUs determine what external training or in-house pathways are required for their workers, provided they can demonstrate that competency is relevant, credible and current. The Training and Competency workstream supports the sector to understand this shift and act on it confidently. In 2026, this includes a nationwide roadshow designed to bring practical conversations about the new credentials directly to businesses and workers across the country.
The workstream is also developing additional programmes to support a wider range of roles and pathways, ensuring that quality training is accessible to businesses of all sizes, including smaller operators and those in regional areas.
