Supporting Your Transition to the NZGTTM
The Council Kickstart Webinar Series has been developed to help councils prepare for the shift to the risk-based approach outlined in the New Zealand Guide to Temporary Traffic Management (NZGTTM). These sessions provide guidance for senior leaders, operations teams, and RCA specialists as they work through what this change means for people, processes, systems, and governance.
What the Series Covers
Across the programme, we explore the core areas councils need to understand to implement the NZGTTM effectively:
- Roles and responsibilities across the Client PCBU
- Legal obligations under HSWA
- TTM planning, approvals, and access management
- Competency and capability requirements
- Procurement and contract management expectations
- Internal processes, workflows, and systems alignment
- Assurance, leadership, and organisational oversight
Councils are already gaining strong momentum, identifying where NZGTTM impacts their organisation and the internal teams that will need to be involved in the change.
Key Transition Dates
- 20 December 2025: RCA Transition Plans due to NZTA
- 1 July 2026: All new NLTF-funded contracts must adopt NZGTTM
- 1 July 2027: All existing NLTF-funded contracts must transition
