NZTA case study: Fixing weather-damaged state highways in Tairāwhiti in winter

Last year, in the aftermath of Cyclone Gabrielle, NZTA had to repair pavements on state highways in Gisborne while dealing with the onset of winter. To manage these unfavourable conditions NZTA changed its typical ways of working, using an uncommon solution to rehabilitate the road and a light-touch solution for traffic management.

The risk-based approach to TTM and some innovations have helped repair the road to Tairāwhiti after the 2023 North Island Weather Events caused slips, damaged bridges and culverts and significant damage to road surfaces and pavements.

This case study highlights the approach to Temporary Traffic Management as crews worked to restore the state highways. It is a great example of the new risk-based approach leading to safer, more efficient and effective TTM.

It also highlights the approach to rebuild an enduring state highway asset that will last longer and deliver a better level of service to East Coast communities and road users.
