Call for Expressions of Interest for North Island RCA Representative
The Temporary Traffic Management Industry Steering Group (TTM ISG) is calling for Expressions of Interest (EOIs) for the position of North Island Road Controlling Authority (RCA) Representative. This role is essential in helping to shape the future of temporary traffic management (TTM) in New Zealand as the industry transitions from a compliance-based model to a risk-based approach to TTM.
Background
The TTM ISG is an incorporated society comprising representatives from various sectors, including TTM suppliers, utilities, contractors, engineering consultants, and road controlling authorities. The ISG’s work is further supported by five workstreams: Training and Competency, Commercial (Procurement), Good Practice, Audit and Assurance, and Communications and Engagement.
The North Island RCA Representative will provide crucial insights from the sector, ensuring their perspectives and concerns are well-represented in the ISG’s decision-making processes.
EOI Process and Timeline
Expressions of Interest are being sought from individuals with an interest in the North Island RCA Representative role. EOIs must be submitted by 5:00 PM on Friday 13 September.
Once received, EOIs will be reviewed against the eligibility criteria. Those candidates who meet the criteria will be invited to a one-hour online RCA meeting on Friday 20 September. At this meeting, each candidate will have the opportunity to address the group briefly, outlining the value they bring and their approach to the role. The group will then vote to select the representative.
Eligibility Criteria
To be considered for the RCA Representative role, candidates must:
- Be employed by a Local Government Authority within a Council’s Infrastructure, Procurement or Transport team (can be a Council-controlled organisation), with responsibilities that influence the safety of people and workers at work sites in the road corridor.
- Hold a senior management position within their organisation.
- Commit to share in two-way communication with North Island RCAs and engage with the South Island RCA representative to support a national transition toward risk-based temporary traffic management.
- Provide a letter of support from their organisation. This letter should endorse the candidate’s commitment to fulfilling the role’s requirements.
- Be prepared to commit a minimum of 10 hours per month to the role, including participation in monthly ISG meetings, which alternate between in-person (held in Auckland) and online.
Note: This position is unpaid, and the candidate’s organisation will need to cover all travel costs.

All cover letters will be provided to all candidates before the RCA meeting on Friday 20 September to allow for an informed voting process.
- A letter of support from your organisation confirming your ability to fulfil the role’s requirements.
